I think that the potential payoff is larger with individual stocks. But I think you need to do more research when buying individual stocks. Doing the research takes times, and that is a form of expense. But

I started investing when the choices were active management (with fees above 1%) or buying individual stocks. As a result, I started buying individual stocks early. Buying individual companies is easier and more natural for me than buying funds of any kind. I cannot fathom why anybody would chose to buy a mutual fund other than
